But talking to other people i heard that: First the college/ university will give you a initial acceptance letter tell you to pay first semester tuition fee and after receiving that they will send you final offer letter which stats that you paid for the first semester tuition and with that letter you can apply in the embassy.

I do not have experience with institutions like this, sorry can't suggest anything in this part.
Experts please help.
