Sponsor parents under new program criteria January 2014

Following the new changes announced for the parental immigration which will be reopened Jan 2 2014, can any of you confirm that the tax years required will be 3 consecutive tax years preceding 2014, which includes 2011, 2012 and 2013?

I think CIC should make this point clear to the public. Every year one can only file income tax soonest in February when CRA starts accepting tax return, and it takes a couple week, again, fastest, to get a final NOA from CRA, whereas CIC has announced the receipt date for new applications will be Jan 2 2014, on that day, nobody would be able to obtain a NOA for tax year 2013. This may lead to the confusion for many people that 2010-2012 NOAs will be accepted instead and CIC will be flooded with a number of applications that in fact invalid in terms of income proof.

So for Jan1, 2014 it would be years 2010, 2011, 2012 and they will continue to monitor upcoming years ( as we have experienced from current apps )
I guess one can pay Advance Tax too, never experienced it though

(a) the sponsor’s income shall be calculated on the basis of the income earned as reported in the notices of assessment, or an equivalent document, issued by the Minister of National Revenue in respect of each of the three consecutive taxation years immediately preceding the date of filing of the sponsorship application;

Its obvious that NOA won't be available for 2013 but it says it accepts equivalent document now typically it used to be pay stubs, so I believe if you call CRA perhaps they could offer an answer. This rule is so new that no one would really know for sure
