There is a cap on the number of parent / grandparent applications accepted by CIC each year. If you meet the income requirements, you can enter the lottery next January to sponsor your mother. If you are selected from the lottery, you will then be able to submit the application to sponsor your mother.

To qualify to enter the lottery, you must be living in Canada and must also be making enough money from a job in Canada to meet the income requirements to sponsor your mother for the last three years. As part of the application process, you will be required to submit three years of tax returns to prove you make enough income to qualify.

What country is your mom from?
Do you have siblings living in home country still?
Any other family of your mom living in home country?

If she can come to Canada as a visitor, you could look into a H&C application for her although the approval rate for these are low.
