I am sponsoring my mom but my mom has adopting child who under 19 years old.
Can child come with my mom as her accompany or her dependent?

The parents program is currently closed. It will not re-open again until January 4, 2016. How old will the child be at that time?

If child is under age 19, and is legally adopted by your mom, then child can be added as her accompanying dependent in PR application.

Of course you will need to show Canadian income meeting LICO for 2012, 2013 and 2014... if you want to sponsor her in Jan 2016.

If you are not married or have kids, that would be family size of 3 (you, mom and her child). http://www.cic.gc.ca/english/information/applications/guides/5772ETOC.asp

Family size of 3 requires income of:
2012 - 45,040
2013 - 46,354
2014 - around 47,000-48,000

So unfortunately you do not qualify to sponsor your mom and her dependent based on your income. If you're married, then you can add your spouse's income into the calculation, and increase family size.

If you live in Quebec, under current rules you only need to show 1 previous year of income to qualify for LICO so is much easier to qualify when your income increases.
