You can sponsor your wife and baby. However if you are PR, you need to move back to Canada if you are outside Canada at the moment, before applying. If you are Canadian, you have some flexibility. If you are living outside Canada, you can apply while outside Canada but you need to show proof of intention in moving and settling in Canada. Otherwise, you are fine and can apply.
