Biometrics: 1st September (VFS was closed)

Initially applied for Fall 2020, but then deferred (early September) to January 2021 and updated IRCC with new LOA.
Applying from Oman. The current processing time is 22 weeks. Does that processing time start from the day of application or the day of providing biometrics? If it is from the date of biometrics then that would be an issue as it means I will have to wait till February 2021!
Also, I heard that IRCC is prioritizing applications for universities that will be on the DLI covid-19 readiness plan list, is it true?
