Hi can you please explain why you got refused we are also waiting for the sowp results since 1 month but no update yet can you please tell what was the reason for refusal
You should request for travel authorization only if you already had OWP approval, they require the trv stamped on your passport and the LOI which states you have been approved.

Apply for Travel Authorization after the SOWP Approval,
His biometrics is already done in 2019
In 2019 he was sponsored by his maternal family on a family function but his application got refused
We submitted his application for sowp on February 20 still no updates nothing at all no medical request
