SOWP Extension Inquiry

My spouse SOWP will expire in one week time and I have a valid PGWP and due to the Covid 19, i was laid off from my previous Job which was in Noc B and i only had 2 pay stubs and couldn't apply because i stopped working for that employer. So i got another Job in Noc B which am currently working for and presently i have 2 paystub and will be receiving the 3rd paystub in 3 weeks time.

My question is this:

1. Can I apply for my Spouse SOWP extension using the 2 paystub and explain the situation in a explanation letter then submit the 3rd paystub through web form once I received it in 2 weeks time.
2. Should I wait to receive the 3rd paystub then apply for Restoration of Status

When I called CIC they said since I have been laid off, I cant use the employer's payslip and moreover is just too payslip I got that period.
So I have to start looking for a new job in Noc OAB
