some questions for Intra Company Transfer

Hi All

I am an International company employee in China.
Now I got an offer from our company Canada branch.
The company in Canada will apply the work permit for me.
But I am very worried it will be failed.

Because in this June Canada Goverment announced a new policy for ICT:
For each NOC, the employee's salary should be higher than the mean wage.

Like NOC 2173(Computer Engineer) and NOC 2147(Software engineers and designers), if the applicants want to Ottawa, the salary should be higher than $90,000(approxomate) per year.
And for NOC 2283(Information systems testing technicians), the mean wage in Ottawa is $69,000.

For my case, my daily work scope is for telecommunication system verification.
I think I NOC 2283(Information systems testing technicians) match me best.
But my title in our company is Integration&Verification Engineer. It's engineer, not technician.
So I am very worried the goverment think I should belong to NOC 2173 or NOC 2147.
My salary can't meet NOC 2173 and NOC 2147 requirement.
Actually I will never develop and design any software. Only execute test plan and verify the system.

So all the experts, do you think the goverment will reject me because of they think I am not belong to NOC2283??

And for the other two requirement for Specialized Knowledge of ICT applicants:
A high degree of both proprietary knowledge and advanced expertise.

I think it very hard to distingush the applicants who can satisy those.
I have 2 years work experience in our company and very familiar with our company's system verification motheds, like some internal tools, troubleshooting experinece.

Is there anyone has similiar applying experience can share with me?

Unless you are a company "expert" and they can show that only *you* can fill the position, it may well be refused. If a Canadian or permanent resident could be found to fill the position, how could ICT be justified?

But how to prove I am a company "expert"?
There is no obvious confition for "expert" in the new policy except the salary.
Our company can give me a salary which is about $5000 higher than the mean wage of NOC 2283(Information System Test Technician) in Ottawa.
I got 3 technical awards and involed in more than 10 projects in last 2 years in this company.
Is this enough?

The lawyer is just preparing the form for me.
Is the wage criteria in the ICT new regulation mandatory ?

Yes, our company Immigration Specilist told me the wage criteria is mandatory.
Now my salary can only meet the requirement of NOC2283(Information System Test Technician).
And I am actually work on System Testing, but I am worried the goverment will think me as Softeware Engineer.

The same as me...
My offer is "Intergration & Verification Engineer". But the actual work is to execute test case.

OMG, Today, I searched a whole day case like this :

the conclusion Now I can say is :

it really depends on if you lucky enough.

some guys come from same company have same issue, but some passed, some failed.

I use my duties and all the title detail to query Noc code website. they give me 2283 .

and my work permit is software engineer. 2173

and ridiculous is that , I check my work permit application doc which mention 2171 ( I just found it ) and use title software developer 2173 .

anyway, I have submitted my application On sep 4 2014 for 2283.

it I am not lucky, then just forget this mess.

really, we can't do anything for this situation, it is a mess itself.

so just go ahead , avoid mistake you knew. the left leave to the hands of God.

Are you in Canada or China? I already submitted my application on Aug 20th
