Hi, today I was finalising our application. I'm the sponsor. I'm from Quebec so i've always ignored that part from the checklist because I want to sponsor my partner to live in Quebec. However today I re-read it and saw that "residents of Quebec" do not need to fill it.

What is a resident of Quebec in the eyes of CIC? I stated that I was not a resident of Canada.

Today I called to get the Option C sent to me in Vietnam but I dont know how long that will take and every day counts. Do I really have to send it?

Also, for 2011 I didnt file a return because I was non-resident and made no income. Can I just ignore the option-c and write a letter saying that?

If you were a non resident for tax purposes, then option C is not required. Instead attach a letter to explain.

Sorry I made a mistake. Until July 2011, I was travelling and still a resident for tax purposes. I became non-resident in August 2011. I didn't have any income that year.

Did you file taxes in 2011? If so, you need it.

I didn't file, so I guess I'm clear without it, right? Actually I didn't read the "most recent tax year" part. Since I was away from Canada most of that year (and I didn't work anywhere) I guessed it was useless to file it.

Yes, if you didn't, you need to provide a letter explaining that you didn't work, plus you didn't live in Canada and became a non-resident anyway. Did you file wherever you are now? That can be used in it's place to show that you can support your spouse.

My partner tried to do it for me but the regulations are weird here (Vietnam) and it didn't work for some reason. The philosophy is not the same.

Are pay slips a valid proof?
 
Yes. Any evidence of your income is fine. A letter from your employer would be good too. If you don't send in an Option C, you have to explain why, or else CIC will think you have just forgotten to include it.
