Cousins won't give you any point. The best and the easiest thing for you to do is to try and get more in IELTS. Getting job from outside is really difficult and will take a long time to apply through this channel. Also, if you are married, you can get 5 points from your spouse's IELTS.

You try for IELTS again. Try to reach CLB 9. This grants you 24 points and you can easily qualify. Also, have you got your ECA? If not, you can not really make out your points for education. So, I suggest you immediately apply both

You can certainly apply without your wife's IELTS result, but the application will be automatically rejected. Since there're certain rules and 25.000 of applications to process CIC won't bother themselves pending your app till your wife's IELTS provided.
So what's the point in applying with unsuffucient score?

67 points for the FSW Immigration Category

Hi

My points under the federal skilled workers category :
Education : 15
Work experience : 21
Age : 8
IELTS secondary applicant : 5
IELTS primary : 18 (based on the below calculation)

Listening : 7.5 = 5
Reading : 6.5 =5
Speaking : 6 = 4
Writing : 6 =4
---------------------------------------
Total CLB = 18 Please advice if this is the right way of calculating ?

Total Score : 67

Am I still eligible to apply for a PR or do I need to give my IELTS again

Your calculation seems correct. You will qualify with 67 points.
