Full details are on the SINP website with a listing of eligibility requirements. There website is very clear. Certain NOCs are eligible. You apply as a skilled worker through Express Entry or directly through Occupation in Demand. You calculate your SINP score.

Primary applicant is the one whose SINP points count. Some NOCs are ineligible or require a license.

Different streams as some require job offers and the EE stream selects specific in demand NOCs. There is a program guide on the website.
