That is the problem when I wrote them email on this below is the email reply from them -

"Thank you for your email.

I can confirm that your application was received by SINP on April 23rd, 2021.

Please see the link: https://www.saskatchewan.ca/residents/moving-to-saskatchewan/live-in-saskatchewan/by-immigrating/saskatchewan-immigrant-nominee-program/check-application-processing-times-for-sinp to view the current average and historical processing times for SINP applications and Job Approval Letters. Please note the processing times listed reflect the average time it takes for 80 per cent of applications to be processed. It is measured from when an application is first received to when it is processed. The fastest and slowest 10 per cent of applications are considered outliers and are removed from the averages.

Applications are processed in the order that they are received.

For Immigration, Refugees and Citizenship Canada permanent residence application processing times please visit IRCC’s website at http://www.cic.gc.ca/english/information/times/index.asp.

Information not included in an application that has already been submitted will not be considered in the assessment of that application. If the Officer assessing your file requires anything further, you will be contacted by email and given a deadline to respond. If you are unable to submit the information prior to the deadline, then you can email us at immigration@gov.sk.ca prior to that deadline to request an extension. The Officer assessing your file may grant you an extension, depending on the reason(s) for the request. If you are granted an extension, then you will be able to submit any requested documents through the online application portal.

If you have submitted documents through your application portal in response to an SINP request and your online application status states “Waiting on Applicant”, the status will not change until we have assessed the new information submitted.

Thank you for your interest in immigrating to Saskatchewan."

On my nomination letter, it says that: "We are pleased to advise your application under the Saskatchewan Immigrant Nominee Program (SINP) has been approved. Please note this nomination is not valid for Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry system."

My questions are: (1) what would be my next step for completing my pr application? should I apply for the paper-based application? or can I apply online?
(2) does it mean that I can not apply online through express entry to claim 600 points?
(3) on the IRCC website it says that you should apply paper-based: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees/works.html
Then in another part, it says it is possible to apply online now, please see the link: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees/application-process/paper.html

I am confused, could I apply online for pr through nomination? or should I follow the old paper-based process? would that be risky to apply online? considering that my nomination letter says that I should apply via mail.

It seems like your SINP nomination is through OID / non express entry? If it's correct , answer is no for question 2.
