Looks like 2171 is the code with some lazy officer who is taking its own time to process files. Files submitted in Dec are still in AR status.
It's like that for most NOCs. Only lucky few NOCs have had their applications processed. I wished to move to Canada this year, but it won't be possible.
if i may ask what is form16? And which stream? OID or EE? Are you outside canada?

Nope, over 6 months now but still Application Received.
Hopefully, there will be some progress after June 30.
