Sinp non express entry

Hi can anyone pls help on sinp non express entry program.
I am scoring 66 out of 100.
4 years software engineer noc 2173
Bachelor degree computer science
Clb8 and
I am not eligible for fswp which requires 67.
Can I apply directly to sinp high ocupation demand non express entry.
If so then is it mandatory to have certification from cips??

If you are an engineer, you must get required certification to apply for SINP. If you relatives in Canada, it will add 5 points to your eligibility.

You can also for Manitoba PNP, if you have a friend or relative who can support your application.

No relative but my score is 60 for sinp but hw to get certif8cation
