I have exactly 60 points for international skilled worker, whould the application be accepted? I am also registering business and I have a record of rejection of this application due lack of time in another state. With this I also have exactly 60 points. Would I be able to be accepted of this application?

Having the 60 points is a necessary, but not sufficient, condition for acceptance for the scheme.
For the SINP, there are two three sub-programs under the International Skilled Worker scheme: (1) job offer from a Saskatchewan employer, (2) Express Entry (EE), and (3) Occupation In Demand (OID).

In the case of options (2) and (3), you must have the requisite number of years of experience over the last 10 years in an 'in demand' occupation. This experience must be supported by employer reference letters that show the dates of employment, the salary, and the job responsibilities. These responsibilities must correspond with the NOC description for the NOC occupation you are claiming to have experience in.

In the case of the EE sub-category, you must have an Express Entry profile, which itself requires a minimum of 67 points using the Federal grid. The Federal grid differs from the grid used by Saskatchewan. Most notably, Saskatchewan does not take any spousal status into consideration, while the Federal grid does. Further, the Federal grid provides credit for having proficiency in both French and English, while the Saskatchewan grid only provides credit for one of the two official languages.

Beyond verification of employment, verification of education through transcripts and diplomas, verification of sufficient settlement funds through providing 3 months of bank statements, and other documentation, must be provided.
