According to their message from another thread, see http://www.canadavisa.com/canada-immigration-discussion-board/sinp-query-t77325.0.html;msg887789#msg887789 it was his sister who sponsored their brother and the sisters husband is RCMP and was transferred to BC. They actually moved before the brother landed as a PR and immigration found out about this and suddenly requested to visit her in her home in SK where she no longer lived.
I would also be interested to know what ended up happening with this case. It is not a case of a PNP applicant not staying in his PNP province but a case of a family sponsor moving outside the PNP province before their sponsored PR had landed.
