Kindly note that SINP has updated their NOC list of "In-Demand" Occupations for both the streams - Express Entry and Occupations-In-Demand,
which can be found in their application guide.

Surprisingly many popular NOC codes like 2172, 2174, 6221 etc. have been taken off from their previous NOC list.

But I see that they have reached the threshold for 2016 for both those streams : "The application intake thresholds for the International Skilled Worker – Occupations In-Demand Sub-Category and the Saskatchewan Express Entry Sub-Category have been reached for 2016" on https://www.saskatchewan.ca/residents/moving-to-saskatchewan/immigrating-to-saskatchewan/saskatchewan-immigrant-nominee-program/applicants-international-skilled-workers.

Do you know if they will be accepting applications in the upcoming months or they are really done for 2016 and only chances are in 2017?

In 2015, OID stream opened up again in the last week of Sept. for 500 intake.
In Nov. SINP EE opened up for 500 intake. Again they opened twice in Dec. 2015 for 500 intake each.

So we can expect them to open up anytime in the second half of 2016.

I can see my occupation 1224 - property administrator is part of the occupations in demand and i am also waiting for ontario to process my application. I really do want to settle in ontario but also really want my PR to go through asap. Decisions to be made. When you get PR through a province , do you have to live forever? or for first 5 years then you are allowed to move?

There is no legal obligation to stay in any province after you get PR as all Permanent Residents have freedom of movement and can live in any province they wish.

However, there is more of a moral obligation since you applied for a particular province and they made it possible for you to come to Canada in the first place.

The only issue I have seen people have is when they try to land in a province that is not the one that nominated them and they show no interest in going there at all.

I have heard that your PR can be revoked if you do not stay in the province that nominated you .

I also heard you have to stay in that province for the first 3 years then you can leave and move elsewhere.

It's confusing.

Absolutely not.

Your PR may be lost by not living in Canada less than 2 years in 5 years. Nothing restricting residency to a province. That would be unconstitutional.

Though you may be refused entry at landing if CBSA people suspect you have intention to settle in another province initially. (e.g. SK nominees found to have bought a house and landed a job in BC) but after landing, nothing can stop you. Keep any record of your residency just in case anything happens in the future.

I seriously don't know how that "2 years rule" and "3 years rule" comes from.

I think this line of thinking is based on the permanent residency requirement and the (previous) citizenship requirement.

Even my ICCRC-regulated consultant had advised me that I could only move to another province aside from the one that nominated me after getting citizenship, to err on the side of safety, in spite of what the Canadian constitution says.

What old list are you talking about??? The NOC list that you see now has been updated in May 2016. What we mean by the old list is the 2015 NOC List.
