Single divorced mother of a toddler..looking to get her child to Canada.

Hello Everyone,

Am on PR and working in Canada.
I have a 5yrs Daughter who is in India with my Parents...I cant get her with me as her Father dint sign the NoC required to get a minor into the Country.
We divorced in 2017 and from then on the child is under my care.
I came to Canada on PR status in Dec 2018.

I want to know is the signature of the child's father on the NoC mandatory to get the kid here?
is there any other way from the Canadian Government to help Single Mothers like me who would like their kids to be with her and have a good future?

Any Suggestions!!!!please help.

Did the child undergo medical evaluation as a non accompanying dependent?
