Sister in Law is a TFW in toronto for almost 2yrs, her 8yr daughter is staying with her father in the philippines while shes the one supporting them both for more than 5yrs. The father of the child who was in drug rehab for 3months and was release while the child was staying with the mothers grandparents in the philippines.
Question, how can my sister in law sponser her child to come to canada eventhough shes only a TFW because she's worried about her child safety with the father. Who can she call or inquire in toronto on migrating her daughter to canada
 
She can apply to bring her children to Canada on a visitor visa. However she will need the father's permission to remove them from the Philippines and take them to Canada.
 
Can apply for a TRV as mentioned before, but the child will only be able to stay in Canada temporarily.

If she wants to bring her here permanently, she has to become a permanent resident herself, get father's permission, and sponsor her.
