last month i sent a email to sgvo to ask my status,and i told them that my friends who were deal with by HKVO had got decision made.they answered like last time:"is pending to be deal with by a visa office."

You can pay it in advance. This payment is refundable in case there are problems in your application

I think it may be a good sign. Two of my friends after receiving pre-arrival emails, they got MR the next day.
