Is it a communication to local selected govt member on CANADA with whom u are contacting?

I am curious to know about this..??


At which stage we can spouse can contact..Is it necessary/beneficial to contact just after file transfer to Singapore?

There are many cases in this thread and outwhere they are permitted to get tourist visa to come to Canada while they are waiting for PR visa, as well as you could prove that you will come back to your home country after you visited Canada,
The proofs could be a stable job, big properties, ties etc
To apply tourist visa, you could go to website and download forms and needed documents and follow the instructions,

Bad news! I picked up passport today from VSF, Dhaka and my TRV application was denied even though I have submitted enough documents to prove that I would come back. Previously I travelled Canada with both TRV and PR over dozen times. I have valid USA, UK & other multiple visa in my passport. I applied to attend graduation ceremonies(University & High School) for two children who are Canadian citizens. With my valid multiple entry visas, I will be able to visit all over the World except Canada where my Canadian wife and children are permanently living! This is the reality!

Bad news! I picked up passport today from VSF, Dhaka and my TRV application was denied even though I have submitted enough documents to prove that I would come back. Previously I travelled Canada with both TRV and PR over dozen times. I have valid USA, UK & other multiple visa in my passport. I applied to attend graduation ceremonies(University & High School) for two children who are Canadian citizens. With my valid multiple entry visas, I will be able to visit all over the World except Canada where my Canadian wife and children are permanently living! This is the reality!

They shown just two reasons by ticking a formatted letter :
1.Your family ties in Canada and in your country of residence(I have submitted business papers showing ongoing several businesses in my country of residence apart from bank deposit and property ownership etc and stated that I have my brothers and many close relatives are living here including my in laws.
2. Purpose of visit (Invitations from both Institutions for attending my children's graduation ceremony were submitted along with my wife's separate invitation confirming that all traveling, living cost will be borne by me.

My wife went police station and they said its now provided from Foreign ministry at Dhaka, Bangladesh. Anyone Please confirm me is that information is true, or not?

You need really help. You were give wrong information from Police station. Look at the following link of the website of Dhaka Metropolitan Police :

http://www.dmp.gov.bd/

If your wife's either permanent or temporary address is in Dhaka then the police clearence will be issued by Dhaka Metropolitan Police. All the instructions are there in the website.

If her both address are in out side Dhaka then she has to apply to the respective SP office.

Police clearence is issued by either DMP or SP and it is their responsibility of getting the signature of Ministry of Foreign Affairs.

It takes 7 days to issue Police clearence by DMP.

Application form is in that website. Your wife should give Tk 500 by chalan to the Sonali Bank as fee. Under which head she will pay the fee is mentioned in the website. She has to apply either DMP or concernd SP office with copy of Passport and Tk 500 chalan. They will send the application to respective Police station for clearence. Your wife has to give Tk 1500/2000 to the Inspector, otherwise he will not give clearence and your case will be delayed. Ask her to go there now and she can submit the appliction today to save time.
