As a Canadian pr, we can get SIN number from any province including Quebec? Or we can only get from the province where we live?

It does... If you want to mail in your application, you send it to:
Service Canada
Social Insurance Registration Office
PO Box 7000
Bathurst, New Brunswick E2A 4T1
Canada

So... that answered your question indirectly. Each PR/Canadian has 1 SIN. Doesn't matter where he/she lives.
 
Don’t quote me on this, but Atlantic provinces (Nova Scotia, Newfoundland. New Brunswick, PEI) SIN starts with 1, Quebec 2 or 3, Ontario 4 or 5, prairies (Manitoba, Saskabush and Alberta) with 6 and BC with 7. Will follow you, regardless if you move later to a different area.
