Do you have any other relatives living in Canada?
Are your parents still alive, living anywhere in the world?

If yes to either question, then you can't sponsor your sister. You could though look at provincial nominee programs and see if she qualifies for anything.

If no to both questions, then you can sponsor her and her family under family class category.

There is the lonely Canadian Program:

If you are a Canadian Landed Immigrant or Citizen who is living in Canada who has no other relative in Canada,
and no other relative living in the home country or elsewhere who is eligible to be sponsored,
you can sponsor a family member who is normally not eligible.
If your parents/grandparents are alive, then you cannot use the Lonely Canadian Program to sponsor your sister since your parents/grandparents will have the first right to be sponsored.

If you say yes to any of question, then NO.
Your mother is your parent.

No you can't sponsor her. You are expected to sponsor a living parents first through the parent/grandparent program.

Yes there is a minimum income to sponsor parents. For your family size of 2, to sponsor you mom in January 2017 (2016 program is already full) you would need to show 3 years of income (for 2013, 2014 and 2015) of around $38,000.

It should be pointed out that you still can't subsequently sponsor a sibling, as if you sponsor a parent, you are no longer a "lonely Canadian".

Not only just all 3 years, you must maintain lico requirement every year until your mother lands as PR. At any time you drop below the lico threshold, you disqualified yourself to sponsor your mother. CIC will request noa for all the years of PR processing before issuing your mother PR visa. If they see that you failed any one year, your pgp application will be rejected and closed.

I am in a similar situation of wanting to sponsor my sister. I am single, no spouse or partner and my parents are not living. However, i do have siblings in canada. The sister i want to sponsor is alone back home. She is 55 yrs old but single and does not have any relatives there. Can i sponsor her by any means, huminitarian?

No - you cannot sponsor her. You would only be able to sponsor her if you had no siblings in Canada.

The fact she is alone doesn't qualify her for H&C. If she wants to immigrate, she will have to qualify independently (on her own).

So if a PR in Canada has no living parents or grandparents and one sibling, they could sponsor them?

Yes - but only if they ALSO have no spouse or common law partner, no children, and no family in Canada (e.g. aunt, uncle).

Gotcha. So a PR that came on spousal won't qualify. kk
