Can a canadian PR holder sponsor their siblings for immigration under the family sponsorship program... if so what are the requirements fr the PR holder

It depends. Do you have a spouse or partner? Do you have any children? Do you have family in Canada?

If the answer to even one of these questions is yes - then you can't sponsor a sibling. If the answer to all of these questions is no - then you should be able to sponsor one sibility through family class. Unless they have parents alive and located anywhere in the world, in which case parents sponsorship would take precedent over sibling sponsorship. At least that is my interpretation of the rule.

If you live in Manitoba I think you can.
