Should outland applicant return back if he/she is approved in Canada?

Hi there,
I'm applying TRV for my wife after our PR application is AOR. If the TRV is approved, and her PR is also approved while she come to Canada with the TRV. Should she return back to our country, get the "Pre-PR" visa on her passport, and landing as normal outland applicant? Or she can just submit photo inland without flagpoling at the border?

They are doing this now with virtual landings (computers or something) and post when needed. Just update address for the PA when in Canada. There'll be no need to leave etc.

This could change of course but doesnt' seem likely.
