thanks you everyone for helping me out. I would like to get your opinion. It appear to me, its going to be refuse in a months. I got a email yesterday from CIC, and saying I did not have the skill one year experience in Canada. They spoke to my manager and she replied my job duties were limited to my position when i have done more than anyone in our department. CIC ask me if I have any other consideration to provide from my side.

""Based on your application and supporting documents, you have not satisfied me that you meet the requirements in this category. In addition, on April 15, 2014 I spoke with the Manager of Corporate Accounting at XXXXXXX who confirms your duties were limited to that of an XXXXXXXX. The onus is on you to demonstrate that you are working for an existing employer, that you are working in the capacity and salary declared and that you worked sufficient hours to qualify in the CEC category. Before a final decision is made on your application, you may submit any documents you would like me to consider.

Could anyone tell me what does visa officer meant by saying the onus is on you to demonstrate that you are working for an existing employer, that you are working in a capacity and salary declared and that you worked sufficient hours to qualify in CEC category?
Therefore I am asking you to submit any additional information and/or documentation that would allay my concern(s). You have 30 days from the date of this letter to submit the additional information and/ or documentation to the above address.


I will be grateful if any senior help me what I should write to a visa officer now? or I should withdraw my application?

In order to better assist you, can you tell us what the VO thinks your duties are limited to (...who confirms your duties were limited to that of an XXXXXXXX) and what NOC Code you used to apply for your CEC?
 
I wonder what your manager has spoken to the CIC !!!
If your manager has denied ur performing any duties that you mentioned in the reference letter, thats where the problem started. and you should first talk with your manager regarding this.

Exactly what I thought: it looks like a mismatch between what's declared in your job reference letter and what your manager told CIC...
 
I used 1212 NOC code for accounts payable analyst.. As I worked for the company for more than 18 month, I was the one who usually take extra step to help my other co worker when they r sick or on holidays.. Department assistant from other business unit used to call me for accounts payable issue as they know I m helpful... My company payable was never smooth for last 8 months after my new manager joined .. She changed the whole process and stopped payment. 30 days met term were to us over 90 days .. Guess what my supervisor and manager asked us to reply those vendor and got shit sometimes from the vendor ... Our team lead quit and she used to do fuel and utilities and third party labour cost .. My other co worker were not happy and they don't like extra work.. So I took extra responsibility ...

When my open work permit were expirin I requested to hr to renew my work permit they advised me to ask my manager to make a request to hr to change my job title to accounts payable to analyst . But the new manager were thought she can offer that job to a Canadian candidate ... And on going I had no luck with the company to renew my work permit .. So I had to find another employer..


After when I needed a reference letter she was not very willing to provide one, however she did but not in details .. I trained 4 temporary n summer student and she mention did some training to temporary worker... Anyways what should I do now? I already sent a cover letter and explained to visa officer why I claim myself as an accounts payable analyst ...

I see that its an issue of miscommunication . Rather say , ur manager gave reviews on what she felt like.There is not much u can do .either u get in touch with the manager and ask her for a new reference letter or send a leter to CIC.
i WOULD SAY DO THE FIRST OPTION..CIC doesnt pay heed to ur explanations regarding the reference letters a re-reference letter will work best.

I think that the VO is confused either between 2 occupation codes or your reference letter was poor and does not fully confirm that you worked as NOC 1212. That's probably why the VO called to check with your manager if you did actually perform the duties listed in the reference letter. And like some of the other forum members pointed out, this has probably lead to increased confusion for the VO.
Honestly, I'd recommend you to not withdraw the application. Let them refuse it. Withdrawing it sounds sketch, and it might raise the VO's concern. So, just let it be and if CIC refuses your application, you will have a valid refusal letter. You'll be fine if you decide to apply again.

I agree. Main issue was raised when your manager gave you poor reference letter, and when CIC called your Manager to verify she made more mess for you. Withdrawing in the end is not going to make any difference. It better you start preparing another file.

But, if you had good terms with senior manager or VP then letter from them can make a difference.
 
I can only get a reference letter from my supervisor but I m sure as our manager were not agreed to change my job title to analyst so she would be stay with clerk job duties... May be few extra words she might ended up writing ... Who knows it's been almost 18 months I left the company ... I got married on February 7,2014 and I was going to send my spouse document in this week .... I just wanted to withdraw as because I have to send document for my spouse and seems like it's going to refuse if I can't provide a good explanation...

What do you guys suggest me? Should I send document and just wait but not paid the fee for my spouse??
 
Wait to hear back from CIC. That's all you can do for now.
