Yes as you need the job refrence letter. The proper letter is the one having start date, end date, job description, pay rate, hours working per week and job title.
If i understood you well, Relieving Letter means Letter of Discharge from Employment. if that is correct, then you dont need one for study permit application but you can attach paystub/letter of employment as proof of employment
