Is it required to send my TOEFL results, or is it just a plus? I scored 110 on the iBT.

I think you should, sometime It's a matter of paper to make their think you are ok to apply a visa, but it is your choice anyway.
 
as far as i know, Canada only recognizes IELTS for an english proficiency test. i have known only one case where an applicant with TOEFL got the visa.

in this case, and when in you apply for study permit, english proficientcy is required from the universities and Colleges and It does matter TOEFL OR IELTS is up to you, moreover after their give your acceptance letter you need put all documents that you have altogether and send to Canadian visa embassy. :)

As per your checklist (Philippine) you don't require IELTS/TOEFL. But you already have taken the exam therefore, you should also include the TOEFL result with your other files it would add value.

IELTS is mandatory for SPP, you can send TOEFL under other categories. But IELTS is preferred.
