Should I pay Fee to Stouffville College?

God so many suggestions and i can not decide what is right what is wrong, please guys help me , because i got Conditional_Offer_Letter_ from Stouffville College Now going to expire... Please help me should i apply or not?
Some of my friends say in above posts that Stouffville College is private and not good , go for the public one but i don't have idea which one i should select.
Please friends someone give me suggestion which public collage is the best where if i get admission so i can get student visa easily.
I will apply from Abu Dhabi Canadian Embassy ...
MOST IMPORTANT THINGS I DO NOT HAVE IELTS OR ANYTHING LIKE THAT, so i need a collage where they don't require these things
