^"Black Swan"- type events do happen even to the best organizations, whether deliberate or not.
What matters is a contingency plan and as you mentioned, they should provide the person with the highest priority.

Have your provided them with your tracking number? You can even tell them who signed at delivery. Maybe your package is still retrievable, and they should put you ahead in the queue if they find it. CIC is just so incompetent...

Yes this is so annoying! I didn't send tracking number in my first email so now I sent an email with tracking number and name of person who signed. Let's see what they gonna reply now . Beside that I started working on my application again to send them .

When you dropped a mail to CIO Sydney that time you should had to provide your courier and tracking details.
Now you need to drop mail again and they will come back after 1/2 months.

Provide useful and sufficient information to them.
