Should i apply for H1??? have issued pr file

hello,
Iam from india by native.I am studying MBA in health care in usa.I am going to complete it by nov-2009.My dad from india have issued pr file for canada in 2003. Recently on march 31st 2009 we have submitted/updated the docs.
So should i apply for h1?
or should i wait for Canada pr?
is their any case of getting file rejected?
any better solution for what should i do after November?
can i apply for canada jobs in nov or have i to wait for pr?

what is h1? do you mean h1b?

If yes, then it all depends on where you want to live.
