I (sponsor) submitted outland app in Sep 2020. No AOR yet, just a temp number.
Since that time some things have changed:

-my spouse changed permanent addresses
-I have received my American Citizenship (now I am dual)
-my spouse is visiting me for 6 months in Canada

Should I inform ircc of any of these changes and if so, how?

You should definitely advise that spouse is in Canada (with address). Permanent address: yes, but most critical if active/primary mailing address.

I don't think you receiving American citizenship changes anything.

Note there is some chance that your spouse will get approval/passport request while in Canada (no guess when however) and would not have to depart to 'land', would be done virtually. (Assuming here that spouse is US cit)

Thanks so much. Any advice on how we should let them know? We don’t have a UCI number yet.

You can do webform. Provide as much identifying info as possible to help them match, it might take them a while.

Actually not so much of this is time-critical - I've not been following how september apps are for AORs, so it could probably wait until you get AOR.
