I am really confused right now... Please help~!!!

My parents applied investor immigration in 2009 and included me as a dependant ( I was 17 back then). In May 2014 we received the ME request but after we’ve done, there’s no response from CIC anymore. This was because of the termination of this whole investors program by the conservative party. Half a year later we received application fee fully refunded to us and that was the end of the story.

Now I want to apply for EE and I’m not too sure how to answer the question: “Has xxx applied to immigration, refugees and citizenship Canada before?” – Should I answer yes or no as a dependent in the application?

If yes – I don’t see the UCI number in the pile of files from our representative. Is it possible that I don’t have one?

Please help! Thank you very much!!!!

My point of view , a decision was never made on your file so no point in saying yes , but yeah if you want to keep everything transparent , put an explanation in LOE and send it along your documents .
 
Should I reply "Yes" if I live and work here on TWP ?
I mean Immigration and TWP are the same thing for the purpose of the question or not ?

I applied before Express Entry was launched, but my application was returned because it was incomplete (or the cap was reached). Do I answer “yes” or “no” to the “have you previously submitted an application” question?

If you got a letter from us that confirms your previous application is being processed, you should answer “yes.”

If you did not get this letter, you should answer “no.” If the application was never formally accepted for processing, we don’t count it as an application.

I have the exact same question as yours. I know its a rare case, I have been searching for an answer sonce days now but zouldnt find any.
Could you please suggest me your findings?
I have had mixed responses, but mostly people suggested that since you were not an applicant, but a dependent ans no. Czif IRCC wanted to know if any of your family mambers have applied they would have structured the question in that way.

Please let me know if you answered yes or no.

It asked about IRCC, did not asked about PR, so if you had applied for WP, VISA or any other permit, it would have being IRCC formally CIC right?
