Short time Landing-refuse to enter?

My inlaw will landing in Sept., but don't want to stay for long this time, might stay for only 2-3 weeks in total. I heard in this case, she might be refused to enter. Anyone has any idea about short time landing issues? One way ticket is a solution, but you know it's more money... ;D

Never heard anyone refused for landing if person has intention for short time. If it is first time landing just make sure she has her PR card secured or at least some here send her to home country, once received.
