Short of 1 month for setting 3 years experience for FSW Express Entry profile

I have exactly 2years and 11months experience for my FSW Express Entry profile. Should I submit my profile after a month? Does the CRS score get locked after accepting the ITA?

You can enter any time you'd like.
CRS is not locked upon receiving ITA. Only age is locked on ITA date. If your CRS changes before AOR and your score is still higher than the cutoff, you will still get approved. Otherwise, your application will not go through so it's better to reject the ITA.

Could you tell me if I should set my years of experience to 2years or 3 years, considering my experience is more than 2 years?

When you enter information, you need to list your work experience one by one and specify start/end year and month. You don't need to put total years there.
