Hi

I intend to do a short landing from the US just to validate my COPR, apply for my PR card and then immediately leave back to the US to continue my H1b job for 2 more years.

I've come across conflicting information on this site about issues with short landing. i.e. If you tell the immigration officer that you are here for a short visit; they will not allow you to apply for a PR card. Do people have experience with this ?

Specifically, is it legally an issue ( fraud ), if you return back to the US after applying for your PR card to continue your old H1b job?

Alternately, what would happen if you told them that your intent is to go back to the USA and then return later permanently (after 2-3 years) ? Would it affect your PR card application adversely ?
