One way to start a business in Canada as a non-resident is to set up a corporation or partnership with a Canadian citizen.

This looks to be very clear and fairly straight forward.

HOWEVER, as a partner, shareholder or board member in such a business are there restrictions on how much time can be spent in Canada running the business? Is it a case of being allowed to own rights to the profits or losses but ONLY from outside the country?

Can one be in Canada on a tourist visa, 'volunteering' at the aforementioned partnership/company and being paid offshore?

It's an obvious loophole so I suspect it may not exist, but can one set up a partnership and then influence that partnership to sponsor themselves out of the express entry pool? Is this 'technically' possible?

No - you can't do this. This will be classified as illegal work and will make you deportable from Canada. Even if you weren't being paid at all, it would still be classified as illegal work (and would make you deportable from Canada).

Any loopholes you try to find was discovered and closed off years ago by CIC. And no - of course you cannot use a company that you have a partnership in to sponsor yourself through Express Entry.
