I think there aren’t many people who were in the same boat as me but thought to write a quick update for anyone who has similar issues in the future.

I arrived in Canada Nov 2020 as a visitor, applied for PR through spousal sponsorship inland and got PR Dec 2021. This means for citizenship I used the days I was here as a visitor to count towards the physical presence requirements.

I submitted my citizenship application and received AOR Sept 2024 and heard nothing from IRCC until today. In the months of silence, I ordered GCMS notes 4 times and each time they said something about npr not being verifiable even though I explained a few times how I calculated them. As a last ditch effort after calling, sending web forms, involving my MP and not receiving any proper responses, I decided to order entry and exit records from CBSA and submitted the result to IRCC via webform. This seems to have kicked things in gear and I finally received a test invite today. Additionally, they want my fingerprints. Hopefully soon I will have more news to share.

Thanks for sharing! How did you order CBSA records?

Congrats! But I am curious to know what happened in your case between September 2024 and December 2025 - total silence - they asked for your fingerprints 15 months later. Did you do anything to get your file moving?

Yes it was total silence. I asked for GCMS notes 3 times during that time. All of them seemed to note physical presence couldn’t be verified. I sent webforms to confirm physical presence. I asked my MPP to request an update on my behalf twice with no proper response except to say my application was non-routine and was taking longer than normal processing times.
What I think helped is that I asked for entry and exit records from CBSA to show that I was in the country during the time I was a temporary resident and that this time should be counted towards the calculation. I sent the report via webform and within 2 weeks, it seemed like my application started to move again.
I was going to wait until 2 years since submitting the application to move ahead with mandamus but I’m glad I don’t need to consider this anymore

It’s surprising that a basic step like verifying physical presence can cause such significant delays. Had this been handled properly, your application could likely have been finalized within five months or less. When submitting the application, don’t we authorize IRCC to access our CBSA travel records? If so, why was it necessary for you to obtain these records independently and forward them to IRCC? Additionally, why aren’t these records digitized and readily accessible to IRCC officers at a click of a button ? Aren’t entries and exits already electronically tracked when we leave and re-enter the country?

Basic bureaucratic / administrative thing that if you save the officer some work, and providing it gives them an update upon which to act, and the combination makes it easy to do and saves them some time (esp at a time when they want to clear the inbox eg certain times of year or when boss is asking), then relatively tiny things for you can result in it moving along. [Biggest 'but only if' i.e. conditional upon state must be that this remains to be done and there are NOT also other major things remaining to be done - which in most cases is going to be if no outstanding security checks.]

It's not a guarantee (security checks are going to be the biggest) - but if indeed physical presence is outstanding/not cleared and your timing is good, then sure, providing the exits and entries from CBSA might help. Timing is a big one, hope you get lucky if you do it.
