I could use a little guidance.

Me (Canadian) + fiance (American), submitted an inland common law spousal application on October 24th 2018.

We received confirmation of delivery a few days later from the postal service.

I received an email on November 9th, 2018 as a confirmation that I am sponsoring my fiance through the family class visa.

It's been almost two months, when will I receive notice I'm approved/not approved to sponsor?

Also, I've recently gotten a job (as we were traveling in 2018 and i was not working upon our return). How do I notify them/send them documentation of my changed employment status?

Do they only start processing the rest of the application once I'm approved to sponsor him?
We've tried the CIC website to check the status of the app but when I search with his info and the UCI # from the email nothing comes up. I'm guessing they haven't started on his application...

We were definitely hoping it would be 4 months after submitting everything that his OWP would come through but it's looking like it won't be touched until I'm approved, then an additional 4 months.
I can’t answer every question... but from what I’ve learned, approval of sponsor comes late in the process.
As for the online access, personally I could not link the application with the sponsors UCI. It wasn’t until I received the medical request in the mail with applicants UCI (a one number difference) that I could link the application.
I also read a lot about the absolute work of art it is to link your application- it’s frustrating for many.
There’s also a google doc with timelines of OWP etc. I think it’s generally 4 months like you said.

Can anyone please help me with selecting the correct numbers to be able to speak to an agent,

If it says they are too busy, you just have to keep calling until you get through

The correct numbers are 2-1-0-0 to get through to an agent. However, if the Call Centre has too many calls waiting, an automated message will tell you to call back later.

i called CIC at 9;;30 am today. i asked about OWP ,she said wait till 10 jan , if you dont hear anything till that then call back.She said its not processed yet but will be very soon.I am 17 September applicant. background check started.

My OWP status just changed to "We are reviewing whether you meet the eligibility requirements." under "Review of eligibility" !
Congrats! You will get it approved either today in a few hours or tomorrow first thing in the morning. :)
BTW, has your Background Check started yet? What does the status say on the PR and OWP application side?

On the PR it says "We are processing your background check. We will send you a message if we need more information."

On the OWP it says "Not applicable."

I usually call from 2 to 3 phones at the same time and choose option 2-1-1-0 consecutively after passing through the initial automated phase. If it says to call back later, I hang up and repeat on all 3 phones until they answer. I mean it is a bit of an aggressive approach and requires a little more effort but I was always able to reach someone at the end. The call centre is open from 8am to 4pm (local time) and the best times to call are as soon as they open at 8am to 9am, 10am to 11am, and 2pm to 3pm.
Have you passed your medicals and what's your status on your Background Check?

Automated system says apps mailed after September 4th are not yet being processed
Yeah, that was last updated/recorded on Dec 23 and it hasn't been updated since then when it should be updated every Sunday, and I guess you can blame the holidays for it.
