Surprised to see that My spouse bachelors college is showing blackilsted on ICES agency site so posting query here on how to proceed for ECA

For International Credential Evaluation Service agency on the link https://www.bcit.ca/ices/eca/requirements/i.shtml its written
*Special Instructions:
This is a list of deemed universities that cannot be evaluated by the International Credential Evaluation Service (ICES): Indian Institutions.

When we click on Indian Institutions, there are many universities as blacklisted https://www.bcit.ca/files/ices/pdf/ices_indian__universities_institutions.pdf

Many colleges names I have not even heard and some I am surprised to see in the list. I am wondering how to cross check in some indian sites by government agency if there are really blacklisted or this list might not be upto date ? Is this list really legitimate ?

Any idea - Does all assessment agencies maintain same database in the back end ? I mean if one agency shows blacklisted does all will consider blacklisted though there is no link for blacklisted on WES site ?

Does it mean if some has masters from reputed and bachelors from any of these blacklisted universities, application will surely be rejected or just no point of bachelors or low points for Masters

This report for the list of blacklisted universities was prepared in 2009. It is highly possible that this list has since been amended to include several other new universities/deemed universities.

The committee that prepared this report must have certainly verified facts before declaring these universities as blacklisted. There would be no reason to doubt whether or not the report is legitimate.

You can contact NAAC (National Assessment and Accreditation Council) or UGC or NAB (National Board of Accreditation)/AICTE if you'd like to reconfirm whether or not a college/university has been blacklisted by Indian education authorities.

If the college/university is not listed on the WES site, it would be almost impossible to convince WES to evaluate a degree from that college/university.

You won't earn any points for that degree
