Not a very high salary for a Manager, not much more than minimum wage.

I don't think 0651 is the correct NOC code... Low salary, no benefits...? Unless you hire, train, and supervise other staff, this is probably not the right NOC code...

The NOC may cover a wide range of industries with different norms for wages etc. You really do not provide enough information for us to understand what you do, what kind of company you work for, etc.

But, officially, there are no criteria for wages or salary in determining eligibility for CEC. The only problem might be is if they are drastically out of line for your occupation AND industry, and suggest that, maybe, you are ... exaggerating the skill level. So the VO might look more critically at the documentation you provide, which will have to be pretty much perfect.

But if your employer is legitimate and writes the letter providing all required information, and you otherwise provide the required documents and meet the requirements, there shouldn't be any problem. (That is not the same as saying, there won't be any problem - no guarantees).
