I'm confused when to apply
I mean if i will apply in November, will they send me offer letter earlier? Or they start reviewing application in May/June 2020 for Sep 2020

I applied on November 22 and received the offer today (November 28) for September 2020.
In my opinion, you should apply as soon as possible since they are currently reviewing applications.
