Agreed. But it still doesn't hurt to try. If CIC returns it again because of the new 4/6 requirement, then so be it.

If this is what the CIC site says, there is no point in even trying . . . it was a long shot anyway. But it would clearly be a waste of the courier expense to re-submit using the older form.

While I have not personally checked the CIC site for this, it is precisely what was to be expected anyway.

There is no harm done in trying, if courier expense is concern, one can always send it through Snail Mail(Canada Post). If accepted, you will save atleast 1 year.

But yeah if one is eligible even with new rules, then should send new forms only, no point in sending old form and wasting lot of time in back n forth.
 
I think CIC did say sth but came to real life they would face sth else
So there should be some sort of amendments in order to enforce the new law
No one can say he should apply for a new app even though it was mentioned
Because it's sth new no one knows
So he has a letter , he should answer that letter he received with requested docs and wait for their reply

Honestly no one is in a position to judge what will CIC treat this as.
I think you should sign on Option 1 and take your chances.
If you sign on Option 2, you will, by default, fall under the new rule 4/6.

I consider that letter a request (command) from CIC asking you for your approval on a path our of two. And you picked Option 1. CIC has only asked for the "MISSING DOCUMENT". If they needed anything else (application form, residence calculator), they would have asked for it.
Follow exactly what CIC has asked you to do and not worry about courier charges etc - small price to pay in my opinion.

I would strongly disagree. We've seen this time and time again with all sort of applications sent to CIC (citizenship, immigration, PR renewal). A returned application is treated as a new application when it is received by CIC again. Your date is only locked in if CIC requests missing/additional information without returning your whole application package. How CIC treats returned applications has been consistent time and time again. We are not speculating. We are stating what we have seen CIC consistently do again and again over many years.

If CIC accepts this citizenship application using the original submission date - this would be a massive departure from normal / established CIC practices.

As I read it, the two options are based only on what you want to do with the pre-paid fees.

1) Use the existing payment to submit the new application
2) Request the repayment of the fee because you are not going to submit a new application.

They are nothing to do with fixing up an incomplete application.
