Sending Passport with Third Person

Our passport request email indicated that we have a few options on how to send the passport.
one of them is sending it via a third person, and another one was by mail.

We cannot send by mail because they cannot return it to the country that my husband is in (italy) according to the list they provided us,
returning passports to italy is not on there. So our only option is to send his passport via a third party person.

They keep warning on the paper that "ATTENTION USE THIS OPTION ONLY IF UNABLE TO SEND BY MAIL"

we are able to send by mail but its the paris office that cannot mail it back to where my husband lives. So technically its their fault we need a third person. Will they accept this as an excuse?

You can't say "technically it's THEIR fault".

Those are the rules. You have to use one of the available options that they've presented you.

And we did, we chose third person, solely because they cannot mail the passport back to italy for some reason. So im hoping it will be ok

If that's the only viable option they gave you, then it will okay.

Also what I am wondering is when the third person goes with all the required documents, when they go pick it up again, do they bring the same papers with them?

I have sent my passport to paris since oct 17th and I have not received my passport. I thought maybe because I asked them to send it to my address in Canada. I think Paris have delay process for returning passports.
