Sending Docs to Buffalo

The time I sent my documents to Sydney NS some of the rules were different.Now that I have to send the docs to Buffalo, the rules have changed.Do I follow the new rules??
Why do they keep changing rules.It is such a hassle.

the pics changed from 4 to 6 I think
Also I need to attach the ID from home country.Which I also need to get translated.

you should go with the rules with the higher requirements, which reduces the chance of them returning the application to you.

I guess the translation can be expensive though.

i am also having to deal with this. have everything ready, yet have been waiting for state clearances.

if you need a document translated especially if issued by your government, consider taking/faxing/mailing it to your country's embassy/consulate in the U.S. luckily i live in the DC area, and I was able to get my translations done at the embassy. they still charge, but they do a very quick job and stamp it with the official state seal.

also where did you see the requirement for 6 photos, is there a new document that i am not aware of ?

i am following instructions on e37048.pdf listed on http://www.cic.gc.ca/english/information/applications/skilled-mission.asp and it says to send 4 photos...
