Send Documents through WES to University of Regina

I have applied for MEng in Industrial Systems Engineering (Project) for Fall 2019 and i am confused with some of the things that are as follows:

1. Is it mandatory to send academics documents through WES only? (If NO, then please share the details)
2. I have completed my graduation (from Pakistan) from NED University (It is present in ELP and WHED list for exempting ielts) do i still need to give ielts exams?
3. Do i need to secure the supervisor for MEng Project in ISE? (as i have contacted to many but none of them replied)
