this is the CIC text regarding june 1 student changes:
As of June 1, 2014, all study permit holders in Canada will need to actively pursue studies. This means that:
if you hold a study permit, you must remain enrolled and make reasonable and timely progress towards completing your program; and
failing to do so could lead to your removal from Canada.

i was accepted for september 2014 semester which is 3 months from now. i already paid for the first semester. due to financial problems with my sponsoring parents recently, i am considering withdrawing from the program. i have a study permit that was issued in 2012.

my question is: if i do this, will i be violating the june 1 new student regulations?

Yes - since you will be dropping out of school.

As already pointed out-yes.
Since there are brand new rules, fully expect that the school will comply with the law and report to CIC that you have dropped out, this will result in the cancellation of your study permit.
