Self Employed IELTS TPS

I can't believe this site exists! Thank goodness for google. I've been trying to get my question answered on the IRCC Twitter page but no luck.

I'm on Haiti TPS(Temporary Protected Status) but I live in the United States. I want to apply for Self Employed to Montreal. I have gathered all my information and filled out the application. Unfortunately, the ability to take the IELTS test in my entire State of California is not available until Next year March due to COVID. My TPS expires next February.

Can I still send in my application without the IELTS test and not be rejected? I'm not sure what else to do if I can't take the test.

What I'm doing is sending in the application with a asterisk on my cover letter stating that the earliest I can take the IELTS is this January. Once I get my results I will add it to my application. I figure with how long everything is taking, the chances of them even looking at my application by January is pretty slim.
