In order to max out language scores, I think you need to provide some evidence that you reached a certain proficiency in French.
Spend some time reading the various programs or use ChatGPT to understand them. If you are here for PR, it isn't a good look to not even know the basics. The answer to your question is, you can learn french whenever you can. It can take upto 12-24 months to learn french, but some people have done it in 7-10 month as well. Depends on how much time and energy you are willing to put in it.
I have done Bachelors and Masters in Computer Applications and currently working as teacher but not in school. Resident of India and age is 42.I wanted to know am I eligible for applying PR in Education category.
If your job responsibilities match the occupation then you can apply. However whether you are selected will of course depend on how many points you have and what the cut off is. Unfortunately you will lose points due to your age.
Note that your NOC may be 41210 which I don't believe is on the list.
